OK, I may be going out on a limb here (and I may be posting this in the wrong place), but I have pretty positive evidence of where this show took place.
First of all, I'm from Chicago and the Metro is my favorite venue in the world. I've seen 54 concerts of the (approx.) 365 shows I've seen in my life there and I recognized the pillars/architecture the first time I saw this DVD. Second, I have, and am watching, a Devo video from the Metro right now and comparing the architecture and there are clear images that show it is the same. Third, IMHO, it is very doubtful that a university, no matter how nice it may be, has decorated pillars like the Metro does, which was built in 1927.
I would say it's indisputable that this recording was made at the Metro. Time to put the doubts to rest.
P.S. It would be incredibly interesting to find the person who recorded this, funny how he/she has not surfaced in the last 15 years!

It is either one or other of the above,
What is sure its the earliest concert video
which has surfaced so far.
I recieved this recently in a trade and unsure
of the lineage,I have slighty re authored it by
adding song chapters.
I gather this is another video/DVD unearthed by Rob,cheers mate,
and have included his artwork (dated as Carbondale show)
